Schools should not have blanket policies about whether missed speech-language sessions must be made up, according to a recent communication from the Department of Education’s Office of Special Education Programs (OSEP).
In response to concerns from some speech-language pathologists in schools where such blanket policies are in effect, ASHA recently asked OSEP to reaffirm its 2007 guidance letter to ASHA on missed services in schools. OSEP responded in December 2015 with an email to state special education directors reiterating that missed sessions do not necessarily constitute a denial of a free and appropriate public education.
The original 2007 guidance responded to ASHA’s request for clarification on handling missed speech-language sessions due to the child’s absence from school, a conflicting class or school activity such as a field trip or assembly, or the SLP’s absence.

I thought this was already a policy
In the 22 years I've worked in special education in Colorado both as a teacher and now as an SLP, our service delivery pages have always included a statement that basically states that services missed due to student absence, school closures, or special school programming that interferes with service delivery shall not be made up. This applies to all special education services. I thought it was a given that we would not be held responsible for services missed if there was a snow day, or the kid was sick (unless that sickness was tied to a manifestation of the child's handicapping condition), or the school was doing something like testing, or had a special program going on.

Missed Sessions
As an SLP in the schools, we provide educational support services. While some students, due to the nature of their speech-language concerns, require services that remove them from classrooms with their peers (e.g. speech sound production, fluency strategies), intervention and support for language are embedded throughout the school day. We attempt to schedule "session" time into our days, as we need to be intentional and accountable about our practice and realistic about the time we have, however, we also need to have flexibility in order to meet the needs of students as they invariably will change throughout the year, and work to achieve a release of responsibility to the student and classroom staff. If a scheduled time on my calendar is missed due to some unforseen event, I do my best to ensure that a student has what he/she needs in order to access their education...which may mean some additional time on my part consulting with the teacher or checking in with student.
