The ASHA Board of Ethics has found speech-language pathologist Frances M. Manzo, of Tucson, Ariz., in violation of the association’s Codes of Ethics (2010).
By inappropriate conduct, both word and action, directed toward colleagues in her community who perceived the conduct as threatening, Manzo violated the following principles and rules of the Code of Ethics:
Principle IV, Rule A: Individuals shall uphold the dignity and autonomy of the professions, maintain harmonious interprofessional and intraprofessional relationships, and accept the professions’ self-imposed standards.
Principle IV, Rule D: Individuals shall not engage in any form of unlawful harassment, including sexual harassment or power abuse.
Principle IV, Rule E: Individuals shall not engage in any other form of conduct that adversely reflects on the professions or on the individual’s fitness to serve persons professionally.
Principle IV, Rule N: Individuals shall comply fully with the policies of the Board of Ethics in its consideration and adjudication of complaints of violations of the Code of Ethics.
The sanction is revocation of membership and certification for 18 months, and an order to cease and desist, both effective March 26, 2014.
